Yeah, but laser tech only works if they did a laser scan of him back then! Which I doubt they did? I'm saying, it should be mandatory for every new movie/actor nowadays. Then the fans can't say the faces are not right. But even with the new Captain Jack Harkness we will be getting from Big Chief - looking at it, he seems so young! But of course, that was ten years ago. So they can't do a laser scan of John Barrowman now, and I doubt they did one back then... it should be in the contract right away.
And then of course it is always a question of how much work you put into it and for how much money it will sell. The 1:6 figures of Stargate Jack and Daniel were also not very good, even though the small figures had nice faces (and real laser scans). But then again they were cheap (about 20 Dollars) as opposite to what I am paying with Big Chief.
Finally, some people improve their sculpts with repaints. Even if the sculpt is nice, the painting can destroy it.
As for the years, on the packages it says 2007 for the first and 2011 for the second, "Disney Theme Park Merchandise". So unless you were in the park yourself, you hardly would stumble over them. I was lucky to get both at the same time, but from two different sellers on ebay. One was a direct buy but the other with bidding, thankfully nobody else than me was interested in it. I should check if there is even more around. It really never occured to me as I only always saw the small ones. And now Doctor Who also makes those tiny ones, this is why I stopped buying them.
